Responsibilities: 

  • Set strategy and direction for the maintenance and engineering functions to ensure on going value is added to meet business needs. Ensure actions include medium and long term strategies.

Advanced Quality Engineer

Leads the development and introduction of quality systems to support the Research, Development and Introduction of new Products, Processes and Technologies.

Has responsibility for quality engineering oversight, quality systems implementation including test and inspection plans and product reliability during product development, verification, validation and design transfer whilst ensuring compliance to FDA Quality System Regulations and ISO 13485.

  • Lead the implementation of quality systems and work closely with Design, Quality and Manufacturing Engineering personnel on product and process design during the development and introduction of new products and technologies.
  • Ensure that customer requirements are incorporated into product functional specifications and lead risk and failure analysis (FMECA/PFMEA) to ensure functional specification requirements are fully met during design validation.
  • Working from the design input requirements, functional specifications and risk analysis, develop necessary confidence levels and derive the resulting product and process validation and test plan. Interpret test results to predict product reliability.
  • Provide process validation support both internally and with vendors. Technically understand the process in question, develop and provide input to process validation protocols, coordinate inspections and analyze the results. Ensure agreement on inspection techniques, equipment and acceptance criteria. Work with the Project Team to achieve a robust validated process.
  • Lead the development of incoming attribute charts, in-process inspection procedures and final inspection plans. Minimise inspection costs while maintaining integrity and reliability of the product.
  • Design and implement new inspection technology, metrology equipment, functional gauges and fixtures to facilitate development, incoming and in-process inspection.
  • Will apply world class techniques (Six Sigma, Anova, Taguchi, SPC, Gauge R&R etc.) to ensure the development of robust, predictive quality systems which are easily transferable and maintainable in a production environment.
  • Has the authority to order the cessation of all activities in relation to design and process validation and new product introduction. Also has the authority to order recommencement of these activities provided he/she is satisfied that all issues affecting product safety and efficacy have been addressed.
  • Will develop supplier quality systems related to new product development and ensure their ability to deliver new products and components right first time. Will assist vendors in the resolving quality issues in relation to:

    · Audit findings
    · Technical specifications · Process validation
    · Problem solving
    · Development of sampling plans · Inspection techniques

  • Coordinate the day-to-day inspection support for validation requirements and ensure
    completion of inspection requirements to ensure timely completion of project
    timelines.
  • Ensure the efficient and timely transfer of Quality systems knowledge to unit quality
    engineers and coordinate the training of quality engineers and quality technicians on new quality systems and equipment.
  • Ensure all appropriatedocumentation is in place prior to production start
  • Lead the resolution, analysis, problem solving and resolution of new product related
    customer complaints.
  • Act as statistics expert for capability studies.
  • Teach statistical analysis and design of experiments techniques internally and externally across all functions.

Skills and Education Required:

  • Must be able toplan, organize, and implement multiple concurrent tasks and projects.

Industry Representatives Confirm Growth

Industry representatives confirm growth in demand for construction management professionals.

Representatives from JJ Rahtigan Ltd, Shay Murtagh Ltd, CIF and the PM Group at a meeting in AIT School of Engineering confirm that they were currently looking for construction management graduates. The group represented a board spectrum of the construction industry. There are growing concerns that skills shortages of specific experienced professionals will become a challenge in the context of return to growth. Skills shortage ‘gets overplayed’

Laing O’Rourke chairman Ray O’Rourke has told Construction News that exploiting new technologies will improve productivity and make the industry more attractive to “bright young people”.

Mr O’Rourke said construction was not attractive to “bright young people who go to university” and that productivity in the industry was “woefully poor”.

He said the industry had an opportunity to work with the engineering, automotive and aerospace industries to improve productivity and create an environment that intelligent young people want to join.

Mr O’Rourke, who has led Laing O’Rourke’s investment into offsite manufacturing at its Explore facility in Steetley, said he believed construction would “transition from trades to technicians”.

He said: “Before I finish, I hope to see a day when people will go to work, and they’ll be working with the equivalent of a lab coat and they’ll be assembling stuff that has been manufactured to very high quality. I think that’s the future.”

The Laing O’Rourke chairman said it remained “very difficult to convince [young people] that our industry is the best place to be” but that the skills shortage “sometimes gets overplayed” and he did not “worry that jobs won’t get finished” due to a lack of skilled resource.

Mr O’Rourke said he had “never seen such a bow wave of opportunities” as were currently in the UK and described the business opportunities as “extraordinary”.

He was speaking to Construction News during a briefing on construction and infrastructure opportunities in Australia, hosted by HSBC bank.

The Australian government intends to spend AUD 125bn (£67.4bn) on new infrastructure from 2015 to 2020, equal to around 8 per cent of GDP, with a focus on roads and rail (see box).

Laing O’Rourke has been operating in Australia for 10 years and the region accounted for around 40 per cent of its turnover in 2013.

Mr O’Rourke said there was a “massive opportunity” to “exploit technology” the contractor is developing in the UK to cut the cost of construction and delivery times in Australia, which he said were very high due to a “fly-in, fly-out-mode” of materials and staff there.

Asked whether Laing O’Rourke would invest in prefabrication facilities in Australia similar to its Explore park in the UK, Mr O’Rourke told Construction News it “might export some of the stuff manufactured [in the UK] into some of the large projects that are scheduled” in Australia.

Mr O’Rourke welcomed the Australian government’s planned investment in infrastructure, but said he expected Laing O’Rourke’s growth in Australia to “flat line” from 2014 onwards, due to the decline of the oil, gas and mining sectors.

He said the construction industry in Australia was “very well catered for” by domestic contractors, but added that there would be an opportunity for others to enter the market with “some consolidation that’s likely to happen”.

British consul general and director general for UK Trade and Investment in Australia and New Zealand Nick McInnes said procurement for Pacific Highway upgrades, worth more than AUD 5bn, was being modelled on Olympic Delivery Authority tenders, which he said could give British contractors an “inside edge”.

HSBC head of large corporate banking UK added that Australia was a “fantastic hub for companies that are looking to develop in Asia and want to use Australia as a stepping stone for that, a low-risk option and providing joint venture opportunities”.

Laing O’Rourke entered Australia in 2004, before acquiring Australian firm Barclay Mowlem in 2006.

Mr O’Rourke said one of the reasons his company expanded into Australia in 2004 was that it “wanted to provide a platform for some of the great resource we had from Australia that was working [in the UK]”.

Now, he said it supported recruitment and was “a wonderful opportunity to give to young people who you’re trying to inspire to come into our industry to travel the world” while working for the company.
